Hole pots of cash

The cash-strapped Isle of Wight Council is paying Island Roads massive sums of public money, but it is unclear whether key targets on upgrading the Island’s road network have been hit.

The Highways PFI contract, commenced in 2013, provided for “virtually the entire road network” to be upgraded in the first seven years. In February 2020 it was disclosed an extension had been agreed until March 2023 – and that key targets in the 25-year contract (Milestone 14) had been missed.

This week we asked Island Roads and the IW Council whether the targets have now been reached. We also asked the IW Council to clarify how much was paid to Island Roads in 2022. Their financial disclosures showed the PFI cost £23.5 million, but we believe that figure is incorrect, as in 2021 it cost £26.3 million, and the contract price rises every year. We did not receive any answers.

There is little the council can do about the contractual PFI payments, although they are making some inroads into the ‘extras’ paid to Island Roads. In 2021, £4.6 million was handed over; last year it was £3.25 million, but for a council having to make painful cuts, these figures are eye-wateringly large.

Cllr. Phil Jordan, cabinet member responsible for the PFI contract said: “What can I say about the delightful PFI contract that promised so much but hasn’t delivered what we were told we would get?

“The Conservatives said it was a gold standard contract, during which all of our roads would be upgraded to the highest standards during the first seven years. This PFI contract is now in its tenth year.

“Residents are concerned that many roads have not been improved. Potholes are a particular concern, they are a danger to motorcyclists and bike riders and can damage vehicles.

“We are working hard to address the apparent shortcomings of the performance and outcomes of the contract.”

Cllr Jordan undertook to ensure that full answers to our questions would be provided.
