Island Roads bear a very heavy responsibility under their Private Finance Initiative (PFI). After one inspection I asked Island Roads how often they cleared the gullies under their PFI. Reply: once a year.
When I ran Shanklin Chine, the highways department did them every 6 weeks to 2 months. The only trouble was outside the Chine Inn. Highways found the drain difficult but it was always done. Channels were always kept clear.
As far as Shanklin Chine is concerned, the PFI has been a disaster. I really don’t know why it was ever introduced.
