Community clerk resigns citing breaches of trust

The clerk of Newport and Carisbrooke Community Council (NCCC) has resigned, citing what he described as “sustained breaches” of trust, confidence and fair procedure by the Isle of Wight local authority.

Joshua Tombleson’s resignation letter was copied to UNISON representatives Mark Chiverton and Lewis Wells. He said he hoped his departure would prompt “reflection, reform, and the restoration of transparency and decency that public service and the council’s staff deserve.”

Mr Tombleson said his decision followed an extended period in which he felt compelled to defend both his own integrity and that of NCCC’s processes.

Council chairman Cllr Vix Lowthion and vice‑chairman Cllr Julie Jones‑Evans said they could not comment due to an ongoing legal process.

In his letter, Mr Tombleson said concerns arose in autumn over the handling of HR matters. He lodged a formal grievance on October 17 and a second grievance on November 2, after what he described as unfair treatment and a change of procedures “mid‑process.”

He said subsequent events were “unlawful” and “deeply damaging,” adding he had witnessed an “increasing lack of transparency.”

“The past months have placed me in an impossible position – professionally, ethically, and personally,” he wrote, saying his commitment to integrity and fairness had been “repeatedly tested” and that remaining in post would mean accepting conduct that violated those values.
