Appeal lodged over Totland bungalow

A planning consultant has submitted an appeal after Isle of Wight Council refused permission for a new bungalow in the front garden of Beachcombers, a property in The Mall, Totland Bay.

Andrew White Planning Consultancy has lodged the appeal, on behalf of the home-owner, following the council’s decision to reject revised plans for the demolition of an existing garage and the construction of a single‑storey dwelling. The original application was refused in January 2024, with concerns raised about the impact on the character of the street scene, potential ecological harm and highway visibility.

According to the appeal documents, the revised scheme included design changes intended to address those issues, along with a preliminary ecological appraisal, an updated access statement, and a Section 106 agreement covering mitigation and affordable housing contributions. The council accepted that these additions overcame previous concerns relating to ecology, access and financial contributions.

However, officers maintained their objection on design grounds, stating the new bungalow would appear cramped and out of keeping with the area. The planning consultant argues that the council failed to properly consider the revised design or the detailed assessment of local character submitted with the application. The appeal statement says the proposed bungalow would sit comfortably within the plot, follow existing building lines and make more effective use of urban land in a sustainable location.

The consultant also highlights the Island’s lack of a five‑year housing land supply and national policy encouraging gentle intensification of low‑density plots.

The Planning Inspectorate will now consider the appeal.
